0 (Page 2) <br />MINE ID # OR PROSPECTING ID #: M-.?nnt)l 51 <br />INSPECTION DATE: 6/1nmca INSPECTOR=S INITIALS: RK <br />OBSERVATIONS <br />The Division conducted a monitoring inspection of the site as part of sites to be inspected during the fiscal years 2008- <br />2009. The site is a phased 112 construction materials permit located about 4.5 miles S.E of high way 115.Presnt during the <br />inspection were Miss Denise Gonzales and Mr. Phil Rieg of Fremont Paving and Redi Mix. <br />1) Total permitted acres is 231.12, with a maximum area to be affected at any time to be 20 acres. Post mining land <br />use Range Land. <br />2) Site was not active at the time of the inspection. There were numerous small processed stockpiled material <br />throughout the permit affected area. It will be advantageous for the operator to clearly delineate the affected acres <br />from the large permit area. Given the tendencies for mine operator to follow the source of the aggregate rather <br />than the approved affected area limitations, in such an area, one can easily exceed the total area to be affected at <br />any given time. Even though a survey of the affected area was not conducted, it appears given what was observed <br />on site, and the amount of disturbed acres might have reached the limits. Operator is encouraged to place the <br />survey markers for the affected acres as soon as production starts on site or sooner. From what Denise said, there <br />is a very large source of aggregate in the area. In order to avoid exceeding the 20 acres maximum affected acres <br />for the site. Since the operator had not conducted any kind of reclamation work in the currently affected areas, this <br />will be the time to evaluate the mining plans and adjust the plan accordingly, to limit future liabilities and being <br />out of compliance with the approved reclamation plan. <br />3) Small quantities of what papered to be overburden/ topsoil was noted along the south western portion of the <br />permit affected area. Piles were stable no major sign of erosion noted. <br />4) The current warranty in place for the maximum affected acres of 20 is $64,540.00, which appears to be adequate. <br />However as stated above, the operator appears to have reached the limits. Prior to commencement of mining <br />activity, the operator is advised to survey the affected area, to make sure it has not reached its limit and if <br />necessary submit a revision to adjust the affected acres accordingly. <br />5) Permit sign was properly posted at the accesses to the property.
