(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1987-131 <br />INSPECTION DATE: 6/10/09 INSPECTOR=S INITIALS: BK <br />OBSERVATIONS <br />The Division conducted a secession of operation inspection of the site on 6/10/09. The site is a large 112 sand and gravel <br />operation that was operated by Lafarge. <br />1) Total permitted acres is 810. In 4/28/87 operator added through the amendment process 471 acres for a total of <br />821 acres. The annual report reports a toad of 350 acres permitted, which was the original permitted acres. The <br />actual permitted acres is the 821. The total permitted acres in sections 11, 12, 13 % 14 excludes a parcel of land <br />owned by the BLM in section 13.It is a good idea for Fremont Paving and Redi Mix to delineate this area and also <br />place the current planned and affected areas for proper identification of acres to be affected. As discussed in the <br />filed with the representatives, once the SO is approved with the current warranty, the operator can submit a <br />revision to the permit to decrease or increase the affected area, <br />2) Maximum acres to be affected is 150 in Phases. <br />3) Current warranty for the site is $320,000.00 for the 150 maximum acres to be affected <br />4) The entire affected area was driven and inspected. Only activity for the past few years has been removal of material <br />from current stock piles along the South side of the permit area. There were large stockpiles of processed material <br />along the South and North side of the active pit area. According to the annual report and what was observed on <br />site the current operator has attempted to reclaim the affected acres, pit slopes and pit floors in 2005 and 2006. <br />There was evidence of grass growth in the reclaimed areas. However the North pit floors were showing signs of <br />tamarisk infestation and requires the operator to remove all the tamarisk from site. In addition a large gully has <br />developed from the North pit leading to the South pit area. Even though the presence of the gully and associated <br />drainage is confined within the pit, if the current plan does not anticipate mining in this area, the operator is <br />encouraged to address the gully. What appeared to be overburden and top soil stockpiles were located along the <br />south side of the access road to the pit. They were found to be stable and no sign of erosion was noted. <br />5) As suggested above it is very important for Fremont Paving and Redi Mix to clearly delineate the permit and <br />affected area for this site. Since the large permit area also consists of other facilities such as what used to be some <br />sort of water treatment, removing such sites from the current permit area is advised. In order to avoid the <br />confusion once the SO is approved with current warranty, Fremont Paving and Redi mix evaluate their need and <br />clearly delineate the affected acreage and permit acres . The operator can release part of the permit area that si <br />not affected by mining activity through the warranty release process.
