Bear Creek Canyon Road <br />As noted on PAP page 2.05-29a, the Bear Creek Canyon Road is used by many and varied users. <br />During certain times of the year, use by other road users exceed Oxbow's use. For example, the <br />Hotchkiss Ranch uses the road extensively to move semis of livestock to and from their <br />properties located on the upper extent of the road or move their cattle and sheep herds up or <br />down the drainage. The Hotchkiss Ranch uses the road extensively in the fall months to shuttle <br />dozens of hunters back and forth on a daily basis. Because of the varied road conditions, <br />Hotchkiss Ranch parks a road grader at the lower end of the road to plow mud and snow. Often <br />times Hotchkiss uses various equipment to tow or pull equipment up the road during adverse <br />conditions. It is not unusual for Oxbow to conduct extra maintenance on the road in the late <br />spring, early summer before we start using the road in order to repair the results of Hotchkiss <br />ranch fall activities. <br />During Oxbow's use of the road to build the Bear Creek Fansite Facility and GVB activities, to <br />control or prevent siltation, and reduce water pollution and prevent damage to public or private <br />property, we routinely have construction equipment onsite to conduct active maintenance to <br />address any issues caused by our activities or facilitate improved vehicular passage after <br />inclement weather. Oxbow routinely conducts maintenance by grading, adding rock in soft <br />spots, adding straw wattles and straw bales, seeding, drainage pipes, installing water bars, etc. <br />We anticipate our maintenance activities will be ongoing during the time that we are using the <br />roads. During the winter months and spring snowmelt conditions, Oxbow routinely uses a snow <br />cat to access GVB sites rather than trying to keep roads open for wheeled vehicles. <br />0 Page 1
