III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> Fish Creek Bore Hole ponds were discharging to Fish Creek at Site 115. Reconfiguration of the piping <br /> has been completed at the FCBH ponds. <br /> The Million Gallon tank at the PM Bay was not spilling over at 11:45 am, and at 4:30 pm. <br /> Topsoil: The summer crew will be repairing signs and replacing topsoil stockpile signs throughout the <br /> permit area. Soil material stockpile located east of pond G discharge pipe is heavily burrowed and has <br /> large bare patches. This pile needs some additional seed to help stabilize this material. <br /> Revegetation: <br /> TCC conducts regular weed control throughout the mine. Summer crew is working; on spraying weeds <br /> on the mine site. Afternoon thunderstorms and muddy conditions have made weed.control difficult. <br /> TCC has purchased a tank and spray pump for in-house weed control measures. White top (Cardaria <br /> draba) is apparent this time of the season. Areas that need weed control for White top include areas near <br /> the west haul road, Pond B area, Pond C area, Pond F embankment, and the RDA topsoil pile. TCC <br /> should continue to monitor previously sprayed areas and reapply weed killer to the re-emerging plants. <br /> Wildlife: Red Tail hawk nestlings were visible in a nest along RCR 33 alongside Foidel Creek east of <br /> the main facilities (overlying the EMD). Care needs to be taken not disturb the nests until the babies <br /> have fledged. Two adult and two juvenile Sandhill cranes were observed on Topsoil stockpile SF-1. <br /> Numerous Pronghorn antelope and occasional mule deer were encountered throughout the mine site. <br /> Support Facilities: TCC needs to complete clean up of the hydraulic oil spill at 6MN facilities area. TCC <br /> has hauled road base material to 6MN for spreading on the facilities area. The temporary heaters for the <br /> 6MN shaft have been removed. <br /> 18LT Ventilation shaft pad area construction continues. The two celled sediment pond has been <br /> constructed. Some additional shaping of the collection ditch on the west side of the pad is also needed. <br /> In spite of considerable recent precipitation, little water was held in the pond. Water was held in both <br /> cells of the cuttings pit at the time of the inspection. Contractors were preparing for drilling of the vent <br /> holes. Parts of the drilling apparatus were being assembled at the time of the inspection. No problems <br /> were observed in this area and the project appears to be proceeding as permitted. <br /> The propane tanks east of Wash Plant II need to be shown on facilities map. The Ditch ("Panama <br /> canal") south of the portal area needs to be updated in the permit but is flowing well and is being <br /> maintained well to the sump. The emergency overflow sump south of the Wash Plants 1 & 2 was being <br /> pumped to Pit 1 in an attempt to dry this area out. Daily precipitation events have slowed the drying <br /> process. <br /> TCC is planning to submit a revision to the permit for additional Thickener Underflow line and borehole <br /> construction. This Line will allow TCC to pump direct thickener material to the NMD once mining is <br /> completed in that mining district. The proposed path of this line was walked to observe what features <br /> TCC will have to plan around. <br /> 4 of 5 WHITE-File YELLOW-Operator PINK-Specialist <br />
