• <br />2.05.6 <br />(2)(a)(i) <br />Applicant - At this time no interest is expressed in this option. <br />The final reclamation plan is presented in Section 2.05.4 and further <br />discussed in Section 2.05.5. The final reclamation plan is designed to <br />enhance habitat by planting a grass dominated seedmix in order to balance <br />grass forage production against the shrub cover needs of wildlife. <br />Water depletions in the Upper Colorado River Basin have been recognized <br />as a major source of impact to endangered fish species (USFWS 2/93). The <br />applicant has agreed to implement the conservation measures that the <br />USFWS believes qre necessary to offset the water depletion impact. See <br />Section 2.04.11 for a discussion of the estimated water consumption <br />(depletion) by the mine and Section 2.04.7(3) for further discussion. <br />C] <br />(2)(a)(ii) <br />The applicant believes it is practicable to show a trend toward enhancement <br />of fish and wildlife resources at the time revegetation has been successfully <br />completed. See sections 2.05.4, 2.05.5 and 2.05.6(2)(a)(i). Therefore, no <br />further discussion is required under this section. <br />(2)(a)(iii)(A - C) <br />A threatened and endangered species survey of the permit and adjacent <br />area was performed by Environmental Services, Inc. and Wildlife Habitat & <br />Natural Resource Specialists. No threatened and endangered species or <br />significant habitat were identified in the permit and adjacent area by either <br />study. See discussion in Section 2.04.11 and documents in Volume III, <br />Exhibit 9. Additional threatened and endangered species surveys will be <br />undertaken prior to additional surface disturbances as required by the <br />respective surface management agency. <br />The following control measures taken from the Final EIS dated February <br />2000 will be undertaken by the applicant: <br />n <br />LJ <br />1. In order to minimize or prevent impacts to breeding species of raptors <br />and their fledglings the applicant will survey specific forest habitats <br />prior to construction for evidence of raptor nesting activity. If any nest <br />sites are located, the timing and/or location of construction will be <br />modified to preclude any impacts to raptor nest sites. <br />2. In order to protect nest sites of sensitive avain species the applicant <br />will survey proposed development sites located in forest habitats for <br />snags. If snags are located, the location of surface disturbance will <br />be modified as necessary to avoid the loss of snags. <br />TR-62 2.05 - 65 06/09
