III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was an aerial inspection flown by Harry Ranney of the Colorado Division of Reclamation, Mining <br /> and Safety(Division). Oblique aerial photographs were taken on May 28, 2009 and reviewed in the <br /> office by Jason Musick of the Division on June 15, 2009. Photos taken are provided at the end of the <br /> report. No problems were identified in the photographs. <br /> Roads <br /> The life-of-mine haul road from the facilities area along the north of F-Pit and continuing east and the <br /> F-Pit haul road appeared to be stable with no problems noted in the aerial photographs. All access <br /> roads and light-use roads identified in the aerial photographs appeared to be well maintained and <br /> stable with no signs of damage and no problems noted. <br /> Hydrologic Balance <br /> The aerial photographs showed no signs of water erosion in the drainages to the middle flume <br /> impoundment. There appeared to be standing water in Middle Flume, East Middle Flume and East <br /> Flume ponds. The pond embankments appeared stable and in compliance with no problems noted. <br /> There did not appear to be any signs of substantial run-off to the ponds or throughout the site <br /> displayed in the aerial photographs. <br /> Slides and Damage <br /> The slide event experienced at Trapper Mine in the fall of 2006 appears stable. The southernmost <br /> scarp of the slide was not apparent in the aerial photos. The upper portion of the slide and the area in <br /> and around the upper portion of Horse Gulch has been cleared per TR-103. No further damage was <br /> noted and the area is void of any evidence of erosional features along the slide area. <br /> General Mine Plan Compliance <br /> Trapper Mine continues to work in the F-pit and the Z-pit. Currently two draglines are working <br /> simultaneously in the F-pit while one dragline is working in z-strike. No problems were noted in the <br /> aerial photographs and the mine appears to be operating as permitted. <br /> Reclamation Success <br /> The mined out area west of F-Pit appears to be backfilled and graded. <br />
