Smith Ranch Pit Number 2 <br />M-1988-022 <br />Technical Revision <br />Lincoln County with this "Technical Revision" for the Smith Ranch Pit No. 2 is <br />requesting that the slopes along the south and east sides of the disturbed area that are <br />steeper than a 4:1 be allowed to remain as is. The steepest slope measured by Lincoln <br />County's survey crew was on the order of a 3.1:1. It should also be noted that the survey <br />taken by Lincoln County revealed that some of the slopes on the south and east side were <br />flatter than a 4:1. Please the attachments enclosed with this revision that include the <br />survey notes and plotted cross sections with calculated slopes. <br />Even if the 3:1 slopes are allowed to remain Lincoln County must perform a lot of work <br />on the disturbed area before a request to close the pit can be done. Very little of the <br />seeding that was performed in 2004 germinated. Therefore4 the entire disturbed area will <br />need to be reseeded within the seeding seasons recommended by the N.R.C.S. with the <br />seed mixture specified for this pit. Prior to reseeding the two areas of active erosion will <br />need to be filled in and resloped. The fence erected by county road and bridge personnel <br />will be left in place to protect the newly seeded area. Fertilizer will be applied to the area <br />just prior to seeding. The county also proposes increasing the amount of seed drilled per <br />acre to promote achieving the required cover more quickly. Lincoln County would <br />schedule this seeding for this fall if the Technical Revision is approved. <br />If the Technical Revision is not approved Lincoln County would utilize the material <br />remaining in the southeast comer of the permitted area plus whatever material must be <br />imported to flatten the steeper slopes to something that could be approved by the Division <br />of Reclamation, Mining and Safety. <br />Included with this request is the Technical Revision Fee of $216.00.
