Joe Dudash
June 11, 2009
report. The Operator commits to having a geotechnical engineering firm continue
instrumentation monitoring on a quarterly basis. Installation of any additional vibrating wire
piezometers is proposed to be at the discretion of the geotechnical engineering firm.
1. While specific details of piezometer location and/or modification have not been
provided, the Operator has committed to the utilization of a geotechnical firm for
monitoring of the piezometers and for determining the necessity of additional
piezometers. In accordance with the recommendations of the BGI TR-56 report,
please revise the monitoring frequency to be a minimum of once per quarter.
BRL: Page 14 has been updated to specify a minimum of once per quarter.
Inclinometers
OC: Three inclinometers were installed in August 2005, and have been periodically monitored
since that time. Data acquired from the instruments indicates no failure planes have developed,
nor does down-slope creep appear to be occurring within CMWDA2
Please describe the proposed on-going monitoring plan for use of inclinometers, including the
locations of any new inclinometers and the proposed monitoring frequency.
NC: Page 14 of the Volume IX text in the application states, in essence, that quarterly
inspection reports will provide a summary of instrumentation monitoring on CMWDA2, including
a discussion of the inclinometer data. The Operator commits to having a geotechnical
engineering firm continue instrumentation monitoring on a quarterly basis. Installation of any
additional inclinometers is proposed to be at the discretion of the geotechnical engineering firm.
2. While specific details of inclinometer location have not been provided, the
Operator has committed to the utilization of a geotechnical firm for monitoring of
the inclinometer and for determining the necessity of additional inclinometers. In
accordance with the recommendations of the BGI TR-56 report, please revise the
monitoring frequency to be a minimum of once per quarter.
BRL: Page 14 has been updated to specify a minimum of once per quarter.
Construction
OC: Section 6.0 of the BGI report includes specific recommendations regarding placement of
coal mine waste in the approved slope configuration of 3H: 1 V.
Please detail the proposed methods of placement of coal mine waste, in accordance with BGI's
recommendations.
NC: Placement and Compaction of coal mine waste is described on the proposed Page 9 of
Volume IX. A comparison with the recommendations for placement of coal waste found in
Section 6.0 of the BGI TR-56 report reveals that not all of the recommendations have been
incorporated. Specifically, the details for benching new coal mine waste into material previously
placed should be described.
