• <br />I have determined that approval of this mining plan modification will not have a <br />significant impact on the quality of the human environment. The Environmental <br />Assessment Report CO-016-91-027 dated January 1991, titled Little Snake Resource <br />Area - Craig District, Application for Federal Coal Lease Modification, Cyprus Western <br />Coal Corporation, Lease C-081330, the Environmental Assessment, CO-100-2006-075 <br />EA, COC-20900, dated July 13, 2006, and the Environmental Assessment, CO-100-204- <br />061 EA, COC-67514, dated February 25, 2005, all prepared by the Bureau of Land <br />Management and the Finding of No Significant Impact (FONSI), describe the impacts <br />that may result from approval of this mining plan modification and its alternatives. The <br />FONSI and supporting environmental analyses are included in this decision document. <br />OSM's review of the proposed action did not identify any issues that required resolution <br />via the addition of special conditions to the mining plan modification approval. <br />On July 20, 2008, Twentymile Coal Company published in the Steamboat Pilot the fourth <br />consecutive weekly notice of the availability of an administratively complete permit <br />application package. No public comments were received. <br />• On October 12, 2008, Twentymile Coal Company published a newspaper notice in the <br />Steamboat Pilot notifying the public of CO-DRMS' proposed decision. <br />The CO-DRMS determined that $7,792,667.84 is adequate for the total reclamation of <br />Colorado Permit C-1982-056 associated with this mining plan. CO-DRMS currently <br />holds a bond for $7,812,999.00. The bond is payable to the State and the United States of <br />America. <br />A chronology of events related to the processing of the PAP and this mining plan decision <br />is included with the decision document. The information in the PAP, and other <br />information identified in the decision document, has been reviewed by CO-DRMS staff <br />in coordination with the OSM Federal Lands State Coordinator. <br />OSM's administrative record of this mining plan modification consists of the following: <br />- the PAP submitted by Twentymile Coal Company, and updated through October <br />12, 2008, <br />- the Colorado Division of Reclamation, Mining and Safety's (CO-DRMS) Foidel <br />Creek Mine (Permit No. C-1982-056) Proposed Decision - Technical Revision <br />No. 64, (TR-64), Phase H Development of Western Mining District, <br />•
