<br />• Land Use <br />Agriculture <br />The lease modification area is not within any federal grazing <br />allotments. the area has been surface mined and is currently being <br />revegetated to support rangeland uses. <br />Dwellings <br />There are no dwellings or structures located on the subject area. <br />Rights-of-Way. <br />There are no major rights-of-way such as transmission lines. state <br />highways. etc., on the lease modification area. The only known minor <br />right-of-way such as county roads, powerlines. telephone lines. etc.. <br />is County Road 27 which has been relocated for mining in the past. <br />Noise <br />The existing noise environment consists of sounds from a natural. <br />undeveloped environment as well as background noise from surface <br />mining operations adjacent to the area. Noise levels are estimated <br />to be 35-55 dB. A noise level of 50 dB is considered to be the <br />threshold for uncomfortable noise for humans. <br />IV. ENVIRONMENTAL CONSEQUENCES <br />A. No Action Alternative <br />Under this alternative. the following environmental consequences <br />would result from not leasing the federal coal within the <br />affected lands. Those resources that are not known to exist <br />within the affected area will not be further analyzed in this <br />section. These resources are: threatened and endangered <br />species, Colorado BLM sensitive or candidate plant species, <br />wetlands, wilderness values, areas of critical environmental <br />concern, wild and scenic rivers, prime and unique farmlands, and <br />floodplains. <br />Since there would be no leasing or development under this <br />alternative. there would not be any significant adverse or <br />beneficial impacts on the following parameters: climate. air <br />quality, geology. soils, water quality, vegetation, wildlife, <br />recreation, visual resources, cultural resources, social values. <br />land use, topography, transportation noise, paleontological <br />resources. or alluvial valley floors. <br />• Minerals <br />Under the No Action alternative, the area would not be leased <br />and development of the underground minable coal would not
