In response to Southern <br />Ute Indian Tribes concerns about EPA permitting are as follows: Skanska will obtain a <br />Storm Water permit through EPA as requested. Regarding a discharge permit, process <br />water will not be required thus a discharge permit is not necessary. <br />In response to Mr. Harry Goff and his concerns on water rights, Skanska's response is as <br />follows: Mining activities will not expose ground water. <br />In response to Edward C.
