Specific text needs to be added <br />to Section 4.14 describing the details of the backfilling'and grading operations <br />proposed on the updated Map 29. The description needs to include the <br />timing and the method of the backfilling and grading. Additionally, the <br />description should include a discussion of how the runoff in the Prospect <br />drainage will be managed to ensure the integrity of the Prospect Pond and <br />adherence to the requirements of Rule 4.05 and the CDPS permit, including <br />contour ditches, internal ditches, internal sumps, etc. <br />Response: Colowyo has added text to the current permit Volume 1, Section 4.14. relating <br />to the backfilling and grading operations within the East Pit which follow the plan put forth on <br />Map 29. Colowyo has attached two copies of the updated material for the Division's <br />incorporation into the permit. <br />2. On Revised Map 29, the reclamation blocks of the East Pit progress from the <br />topographic bottom of the mining area to the top of the mining areas yearly <br />from 2009 until 2013. At that point there is a small pit remaining that <br />encompasses approximately 24 acres. The map shows that there is then a <br />one year "waiting period" before reclamation commences and three years to <br />complete the final closure of this approximately 24 acre area (2015-2017). <br />Please explain this one year "waiting period" as well as the reason why the <br />final reclamation of this area will take three years. This description will also <br />need to be detailed in the text portion of the permit in Section 4.14.
