Van 4 Mine Air Permit - CDPHE - 09MOO2325F <br />Regulatory Agency: Colorado Department of Health and Environment, Air Pollution Control Division <br />("Division") <br />Date: April 24, 2009 <br />Renewal Date: <br />Permitted Source: Discharge into the atmosphere from underground uranium and vanadium mine <br />ventilation systems. <br />1) Commence constructions/modification or operation within 18 months after issuance of permit <br />(October 2010), or commences construction pursuant to permit application. <br />2) Within 180 days of commencement of operations, self certify compliance with conditions. <br />3) Visible emissions shall not exceed 20% opacity during normal operation of the source. <br />4) During periods of startup, process modification, or adjustment of control equipment visible emissions <br />shall not exceed 30% opacity for longer than six minutes in any sixty consecutive minutes. <br />5) Opacity shall be measured by EPA method 9 (Regulation No. 1, Section II.A.1 & 4.) <br />"Section II.A.I - Smoke and Opacity. <br />The previous opacity regulations have made any exceedence of 20% opacity a violation. To <br />conform to the method of opacity measurement used by the U.S. Environmental Protection <br />Agency, the commission has switched to the 6-minute averaging method of measuring opacity <br />contained in EPA Method 9 (40 CFR, Part 60, Appendix A (July, 1992)). The testimony <br />presented by division representatives indicated investigators in the field have in effect been <br />averaging opacity. The commission encourages the division to continue its practice of allowing <br />non-agency personnel to attend smoke school and receive certification." <br />"Section II.A.4 - Fire Building, Cleaning of Fire Boxes, Soot Blowing, Start-Up, Process <br />Malfunction or Adjustments of Control Equipment. <br />On the same rationale that the limited exception for pilot plants was amended (see comments on <br />II.A.3. above), the limited exceptions for these sources has also been changed from up to three <br />minutes in a 60-minute period at no more than 40% opacity to up to six minutes at 30% opacity <br />(averaged)." <br />EPA method 9 attached. <br />6) Permit is for mining activities only, any process equipment (i.e. crushers, screens, etc.) which may be <br />located at this site must have a separate permit from the Division. <br />7) The source shall not exceed the following limitations <br />a) Production of Uranium/vanadium ore 20,000 tons per year <br />b) Removal of development rock (overburden) 40,000 tons per year <br />8) Emissions of Air pollutants shall not exceed the following limitations: <br />a) Particulate matter: 2.9 Tons per year <br />b) PM10 (Particular matter <10pm): 1.4 Tons per year
