Box 758 <br />Greeley, Colorado 80632 <br />Re: Supporting Documentation for Fort Lupton Sand and Gravel Mine FHDP; <br />D&A Job No: WR-0201.008.00 <br />Dear Mr. Kimmi: <br />At the request of LG Everist, Inc., Deere and Ault Consultants, Inc. (D&A) has evaluated the <br />potential floodplain impacts caused by the Fort Lupton Sand and Gravel Mine. The subject <br />property is located within parts of Sections 25 and 30, T2N, R66W of the 6th P.M., Weld County, <br />Colorado as shown on Figure 1. <br />In December 2004, Banks and Gesso, LLC prepared a report titled "Application for Amendment <br />to Flood Hazard Development Permit #355" to amend the original FHDP for this site. Figure 1 <br />illustrates the locations of the original mine area and the amended mine area. This permit was <br />conditionally approved on January 17, 2005. A transmittal letter from Clay Kimmi to Lynn <br />Shults, LG Everist dated September 29, 2008 stated that the following condition of approval for <br />the FHDP application had not been satisfied: <br />Please provide documentation showing that existing stockpiles, berms, and <br />processing equipment are not causing a rise of more than 1 foot. You must also <br />submit evidence showing that the above items are not causing an adverse impact <br />on adjacent properties. <br />The purpose of this letter report is to present the results of a HEC-RAS floodplain analysis of the <br />South Platte River in the vicinity of the Fort Lupton Sand and Gravel Mine. The effect of <br />existing stockpiles and berms compared to an estimate of pre-mining conditions was evaluated <br />for the entire mine site. Disturbed areas in both the original mined area and the amended area <br />were considered to represent existing conditions and the pre-mining condition represents <br />topography prior to the opening of the original mine. <br />600 S.
