Between 2000 and 2006, La <br />Plata County grew at an average annual compounded rate of 2 percent; twice the rate of the U.S. <br />and faster than the rest of Colorado at 1.7 percent. (Durango Business Improvement District <br />2007). Forecasts for population growth in La Plata expect accelerated growth. The average <br />annual compounded increase in population is forecasted to be 2.4 percent in La Plata County <br />between 2006 and 2010 while Colorado is forecasted to grow at 1.6 percent per year. Similarly, <br />per capita personal income in La Plata County is growing faster than Colorado and the U.S. Per <br />capital personal income in La Plata County grew at an average annual compounded rate of 1.5 <br />percent between 2000 and 2006, more than twice the growth rate for Colorado (0.6 percent) and <br />the U.S. (0.7 percent). The forecast for per capita personal income growth is 1.2 percent for La <br />Plata County between 2006 and 2010, about the same as Colorado and the U.S. This growth in <br />population and personal income will drive new construction and demand for government <br />services and infrastructure. <br />In 2006, construction comprised 17 percent of total income in La Plata County and was one of <br />the strongest sectors in the economy (Colorado Business Economic Outlook 2008). "Given the <br />continued strength in the local economy, particularly the construction sector and the high price of <br />natural gas, it is anticipated that unemployment will remain low in 2008, below 3.5% in La Plata <br />County" (Colorado Business Economic Outlook 2008). <br />About two-thirds of the 1340 total lane miles in La Plata County are unpaved (CAPA 2006). <br />Gravel road construction and maintenance in La Plata County will continue to be a major gravel <br />consumer. La Plata County's capital expenditure plan for 2008 to 2012 includes about $4 million <br />per year in 2009 through 2012 for General Construction-Roads (La Plata County 2008).
