There may be no accurate way to model for such <br />variable composition and AAI's stated approach is "not to model for the worst cast <br />but rather the worst reasonably expected case".... Please provide a discussion <br />evaluating the sensitivity of the proposed Horse gulch Fill to the possibility of 40% <br />of the volume being comprised of this unweathered shale material with fair <br />compaction. <br />Trapper's Response: AAI modeled a case where Horse Gulch Fill was comprised of <br />un-weathered shale material with fair compaction. Section 3.0 of AAI's revised <br />Horse Gulch Fill Stability Analysis discusses the results of this case. <br />15. Division's Comment: In the HG analysis, section 4.3, Drain Design, it is noted that a <br />bulldozer width will cut a trench along the proposed alignment for the underdrain. <br />According to the second paragraph on page 20, dragline spoil will be allowed to <br />drape over the core to form the filter system. The drain design details in Appendix <br />A would seem to indicate that the core will be constructed of very coarse boulders <br />ahead of the dragline fill, but the text does not specifically state that to be true. <br />Please provide additional detail in the text to describe the method of undercore <br />drain construction in advance of the dragline operation. <br />Trapper's Response: Additional detail has been provided in Section 4.4 of the <br />report. <br />16. Division's Comment: Figures 25 and 26 of the HG analysis depict the initial <br />underdrain location in plan and cross section. It is not clear from these diagrams <br />what portions of the HG Fill will be constructed using the dragline and what portion <br />using trucks. Please modify Figures 25 and 26 to illustrate the anticipated <br />construction sequence for the Horse Gulch Fill. <br />Trapper's Response: More detail has been added to Section 4.4 of AAI's report on <br />the Horse Gulch Fill on the anticipated construction sequence. Figure 28 depicts the <br />projected extents of the dragline spoil, and the portions of the underdrain to be <br />constructed using the dragline. <br />In addition to the responses highlighted above, Trapper is requesting approval of certain new <br />facilities projects. The first project, referred to as the East Panel Ready Line and Fuel Depot, <br />represents a satellite parking and fueling area that is proximate to our truck and loader stripping <br />operations. The area will consist of lighted parking, fuel tanks and a low cost coverall building. <br />The second, more substantial facility is a shop expansion to accommodate maintenance of our <br />larger equipment. This will be a three-bay shop and will be constructed in our current <br />maintenance facilities area. Maps M13A, M13B and M13C, revised text pages 3-181 and 3-182 <br />and facilities demolition cost estimates are attached. The addition of these facilities will add <br />$414,257 (including indirect costs) to demolition costs bringing Trapper's total liability to <br />$29,005,879. Bond text pages 1-31 and 1-32 have also been revised. <br />Map M4, Life of Mine Plan, has been updated to incorporate the current planned sequence in K <br />pit.
