Item 1: Test Plot Continuation <br />Idarado has proposed to discuss "discontinuing these Test Plot areas and revegetating the Test Plot areas in the same <br />manner the reminder of the facilities has been revegetated. The continued monitoring of these areas has demonstrated <br />that many of the Test Plot trials were not and have not been as productive". <br />The revegetation monitoring results demonstrate that generally, the two test plots wherein doubling the rate of lime <br />application, and reseeding with "native species" have not met revegetation live cover success criteria. I think we can <br />conclude and document that these amendment alternatives are not viable to sustain live vegetative cover by those <br />amendment methods alone. The test plots wherein various depths of soil cover over tailings and doubling the <br />application rate of organic matter have demonstrated live cover values meeting revegetation success criteria. <br />Rather than discontinue ALL the test plots, the State proposes that monitoring the soil and organic matter test plots <br />continue to provide information about the viability of soil cover over tailings or incorporation of additional organic <br />matter through time. The RAP specifies soil cover over tailings as the contingency plan if direct revegetation does <br />not prove to be successful. - .-- <br />Would Idarado like to consider other alternatives for new test plots at this time, such as application of bio-sol or any <br />other amendment methods? <br />Item 2: Weed Management <br />Thank you for submitting the Weed Management Plan for the Idarado Mine Site, received on May 18, 2009. <br />Although the Plan lists cultural, mechanical and chemical control methods, it does not specify which methods will be <br />specifically employed. Please include the weed management methods actually employed in the field for which weed <br />species in subsequent quarterly reports, as well in the Annual Revegetation Monitoring Reports. <br />Item 4: Bare Ground Remediation <br />The State welcomes the submittal of a Bare Ground Remediation Work Plan from Idarado before June 1. As an <br />initial response to the summary of your proposal, the State thinks covering the crest of RMT 2 and 3 with Barstow <br />rock is a fine idea. Relative to placement of a "shallow layer" of imported or borrow materials for bare ground areas <br />on TT4 and TT6, please specify the depth of soil cover. Additionally, if the "soil stockpile created from the Idarado <br />Legacy Project development" is used, the State requests that Idarado sample the soils (known to be mixed with <br />excavated tailings) for lead and zinc concentrations, as well as for plant growth suitability, i.e., pH, texture and <br />concentrations of the essential plant nutrients:-nitrogen, phosphorus and potassium. -It is noted that Idarado Legacy - <br />Soil Stockpile is included in Division of Reclamation, Mining and Safety permit (M-77-403-HR). <br />It is noted in the Idarado 2009 Scheduled Activities Table, that remediation of the bare ground areas is scheduled for <br />October, 2009.
