III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This partial inspection of the Carbon Junction Coal Mine was conducted by DRMS staff from the <br /> Durango Office at 691 County Road 233, Suite A-2, Durango, CO 81301, phone (970)247-5469. No <br /> individuals were contacted and no activities were observed during the inspection. <br /> Public access to the permit area is controlled by a locked gate at the mine entrance. Evidence of <br /> vehicles recently bypassing the gate was not observed. <br /> Vegetation was emerging in the areas recently seeded and mulched. Vegetative cover appears to be <br /> continuing its positive trend in all areas previously reclaimed. <br /> The Carbon Junction Diversion appeared intact and capable of functioning as designed. Evidence of <br /> recent and significant flows in the constructed channel was not observed. <br />
