Presence <br />of a species on these lists does not necessarily mean that the species is in peril but <br />rather that there has been sufficient concern expressed by the public to warrant tracking <br />of the population. <br />Two vascular plant species were noted in the listing by quadrangle. Debris milkvetch <br />(Astragalus detritalis) was found along the extreme eastern edge of the mine permit area. <br />It is not a Federally listed species but is considered a 'sensitive' species by the BLM. We <br />have no foreseen future activities in this area. <br />Ownbey's thistle (Cirsium ownbeyi), another BLM 'sensitive' species, is found north of the <br />permit area in Moffat County and has not been located within the permit area. <br />Several discrepancies were noted and an addendum added to the discussions in Section <br />II.F.4.a(2) Threatened and Endangered Species. Discussions within this section <br />apparently originated from a survey which included several corridor alternatives for <br />transporting coal to the Bonanza Station in Utah. All species mentioned were located <br />west of the Deserado Mine area near the Utah border and not on or near the permit area. <br />The addendum (page II.F-18A) was added noting these discrepancies and discussing the <br />presence of debris milkvetch. Current listing status is also discussed in the addendum. <br />Section II.G, Aquatic Biology Report, was reviewed and found to be accurate. The only <br />Federally listed aquatic species is Ptychocheilus lucius, Colorado pikeminnow (a.k.a. <br />Colorado squawfish) which is listed as endangered. In addition, Gila robusta, roundtail <br />chub, is present and listed as 'sensitive' by the BLM and of 'special concern' by the <br />CDOW. This species is not listed at the Federal level and receives an appropriate <br />degree of attention within Section II.G. <br />Terrestrial vertebrates are discussed in Section II.H. No Federally listed species have <br />been recorded within the mine permit area. The bald eagle, Haliaeetus leucocepha/us, <br />was formerly listed as endangered then threatened under the Endangered Species Act. <br />Complete Federal delisting of this species occurred in 2007. Colorado still maintains the <br />bald eagle as 'State threatened' through the CDOW. <br />Sage sparrow, Amphispiza belli, and white-tailed prairie dog, Cynomys /eucurus, are <br />being tracked through the Colorado Natural Heritage Program. However, neither species <br />are listed as threatened, endangered, candidate, nor sensitive by any of the applicable <br />programs. <br />Townsend's big-eared bat (P/ecotus townsendii pallescens) was recently documented <br />near the Staley Gordon Mine (Heather Sauls, BLM, personal communication 2009). It is <br />suspected that a nursery colony of this species has established itself within the <br />abandoned mine. While not Federally listed under the Endangered Species Act, this <br />species is listed as a `Species of Concern' with the BLM and one of `Special Concern' <br />with Colorado. Bat doors were installed at the entries to this pre-law mine as a joint <br />project between DRMS, DOW, BLM and BME. Section IV.M.2 (page IV-45) was modified <br />to discuss this species.
