The Union Pacific Railroad Company (iJPRR) has trackage which traverses a portion of the proposed Eastern Mining <br />District. The track leads to TCC's Foidel Creek Mine and is utilized by the mine to ship wal to its customers. <br />Agreement has been reached with the UPRR to allow TCC to subside the track. <br />Three residences are located within the Eastem Mining District, and TCC is the owner of one of these residences. <br />Therefore, no problems aze anticipated in obtaining landowner approval for undermining and subsiding the residence <br />owned by TCC. In reference to the other two residences, both owned by the same party, negotiations have resulted in <br />the required approvals to subside the properties. <br />Finally, the Lieske Ditch headgate is located on Middle Creek and will fall within the subsided azea. TCC is the owner <br />of this headgate and ditch, and has no problems with the unde*~*>;n;ng and subsiding of the headgate. <br />NORTHERN MINING DISTRICT (PR 99-OS) <br />The expansion of the mine into the Northern Mining District (NMD) will result in the undermining and subsiding of <br />structures located over the mining azea. The azea to be mined is depicted on Map 23, Mine Plan. The stmctwes <br />located within the NMD include Routt County Road 33, the railroad, and powerlines. The major land use in the area is <br />for pastweland, with cropland and rangeland being minor land uses. <br />In reference to Routt County Road 33, TCC enlisted the services of SubTerra, Inc., to evaluate the potential impacts <br />to the road. The report is presented in Exhibit 7F-1. TCC will follow the recommendations within this report for <br />maintaining the road to assure public safety. The powerlines aze located outside of the angle of draw resulting from <br />mining in the NMD; therefore, TCC is not anticipating any impacts to these lines. <br />The raikoad will be undermined and TCC will repair any damage to the track resulting from its mining activities. <br />TCC has successfully undermined sections of the track in the 9 Right, 8 Right, and 7 Right longwall panels without <br />causing any significant impacts to the track configuration or railroad operations. Any required maintenance and repair <br />C efforts were coordinated with the UPRR personnel, resulting in a very efficient method for maintaining the track, <br />during the brief period of active subsidence. Ongoing monitoring and maintenance efforts will be continued during <br />active subsidence as the mining moves into the Northem Mining District. <br />RULE 2.04.4 -CULTURAL AND HISTORIC RESOURCE INFORMATION <br />The application shall contain a description of the cultural and historic resowces listed on the national reig stet <br />aeencies. <br />RESPONSE <br />An independent survey of the proposed permit and adjacent azeas was conducted by Goodson and Associates, Inc. of <br />Denver, Colorado. This report provides a complete response to the requirements of this Rule. A copy of the report, <br />less confidential infommation, is presented in Exhibit 6, A Records Search and Reconnaissance Survey for the Foidel <br />Creek Mine Permit Area.
