Drill-rig will be used to complete and case the No. 2 Well. It is anticipated that air or water will be used as the <br />primary circulation medium, with use of drilling mud only if required to maintain the integrity of the drillhole and <br />adequately flush drill cuttings. Cuttings and any drilling fluids will be retained in a portable cuttings pit. The No. 2 <br />Well will be cased with welded steel casing, which will extend to within 10 feet of the abandoned and flooded <br />EMD mine workings. The casing will be grouted in-place along its entire length, and a wellhead will be installed at <br />the surface from which the pump will hang. Alarge-diameter CMP culvert will be cemented in-place around the <br />well-head and fitted with a lockable cover. A multi-stage submersible pump will be installed in the well casing and <br />connected to a power controller in the existing well house. The new powerline from Substation 11 will replace the <br />existing powerline, bringing 12,470V power to the IORT Dewatering Installation Substation, where two <br />transformers will convert the incoming power to 2,400V and feed power to the l ORT Dewatering Wells 1 and 2. <br />The connecting pipeline tying to the lORT/FCM-2 Transfer Pipeline will be trenched and buried approximately 6 <br />feet deep. The connecting pipeline will run from the new IORT Dewatering Well No. 2 to the lORT/FCM-2 <br />Transfer Pipeline, and then parallel the pipeline for approximately 1,000 feet to the junction with the TORT/6MN <br />Transfer Pipeline. Flow in this pipeline section will be from the IORt Dewatering installation to the junction, and <br />then back to the Barricade ChamberlFCM-s location. At this junction, apre-fabricated CMP or concrete culvert <br />will be installed as a manhole to provide access for pipeline control valves and inspection. A second discharge line <br />will be extended approximately 3,900 feet from control valve manhole, to the south, extending under the 6MN <br />Access Road, and discharging through the existing railroad culvert to Foidel Creek. The IORT Discharge Pipeline <br />will be welded 12-inch HDPE pipe, buried approximately 5 feet deep, discharging through a riprapped discharge <br />basin and channel to the existing culvert. For all pipeline construction, soil material will be removed and <br />temporarily windrowed on one side of the trench, with trenched material placed to the other side. Once the pipeline <br />is placed, properly bedded, connected to thelORT/FCM-2 Transfer Pipeline, and leak tested, trenched material will <br />be backfilled and compacted, and soil material will be replaced over the excavation and reseeded. It is anticipated <br />that when the pipeline is no longer needed to support mining and related operations, it will be plugged below grade <br />and abandoned in-place. Reclamation of the wells, when no longer needed, will involve plugging and sealing the <br />well consistent with approved sealing practices, consistent with applicable State Engineer requirements. <br />lORT/FCM-2 Transfer Pipeline and lORT/6MN Transfer Pipeline (1V1R07-224, MR08-230) <br />A water line was installed from the TORT dewatering facility to FCM-2 to route water back into the mine for <br />underground operations. The location of this water line is shown on Figure 16I, 1996 Seismic Lines and Mine <br />Water Discharge Return Line, East Mine District. Approximately 6,740 feet of 8-inch HDPE pipe was buried at 5 <br />to 6 feet below grade from the IORT dewatering facility to FCM-2. This pipe will be left in place when no longer <br />needed to support ongoing mining and related operations. <br />As part of the 6MN Facilities project, TCC established a new pipeline running approximately 6,040 feet from the <br />l ORT/FCM-2 Transfer Pipeline to the 6MN Mine Water Storage Reservoir and Million-Gallon Tank. The pipeline <br />is constructed of 10-inch HDPE pipe, buried to a depth of approximately six feet, with one sub-gra.de crossing <br />(bored under) of Fish Creek. Details of the Fish Creek pipeline crossing are presented in Exhibit 490, 6MN Mine <br />Water Storage Reservoir -Design Drawings. Pipeline trenching operations were conducted using atrack-hoe with <br />the maximum working area assumed to be 40 feet wide. Approximately 7 acres were disturbed in construction of <br />the original water line, with another 7.1 acres disturbed by the pipeline. Pipeline construction involved removing <br />and temporarily windrowing soil materials along the edge of the pipeline corridor; trenching and temporary <br />placement of the excavated material on the opposite side of the trench; bedding, placement, connection, and testing <br />of the pipeline; controlled backfilling and compaction of the excavated material over the pipeline; and replacement, <br />grading, and reseeding of the soil material over pipeline disturbance areas. Access manholes were established <br />along the pipeline route for inspection and maintenance purposes. Soil materials were replaced following <br />completion of pipeline installation. Reseeding of the disturbed areas will be completed during the first appropriate <br />planting period following soil material replacement. <br />MR08-230 2.05-50.6 12/08/08 <br />
