<br />• SITE CONDITIONS <br />The mine is located in the northwest 1/4 of Section 10 and northeast 1/4 of <br />Section 9, Township 13 South, Range 67 West of the 6th Principal Meridian, which <br />is in northwestern Colorado Springs Colorado west of Allegheny Drive. The permit <br />area covers approximately 236 acres, with approximately 156 acres of affected land. <br />The active portion of the pit at the time of the failure was about 13.3 acres. Portions <br />of the quarry had been revegetated and others were being revegetated. The general <br />shape and current topography of the site are shown on Fig. 1. <br /> <br />The topography shown in Fig. 1 is a combination of the topography from the <br />1999 survey in the 2001 amendment plan by Banks and Gesso (in black), and <br />topography of the highwall and "Hole" area by Nolte Associates, Inc. from March of <br />2009 (in magenta). The topography from Nolte was obtained using a laser scanner <br />and an electronic distance measure without reflectors. A plot of the scan data and <br />images with the scanner locations is shown in Appendix A. The holes in the <br />topography from Nolte are the result of lack of data in these areas (black areas in <br />scan, Appendix A). The scanning of the topography was limited because of the <br />distance capabilities of the scanner, sight lines from the scanner locations, and <br />access limitations for reasons of safety. The topography from Nolte was not tied <br />into the previous topography, but in most areas along the boundary of their survey <br />the match is reasonably close to the Banks and Gesso topography. A plot of the <br />Banks and Gesso topography is shown in Appendix B. <br />The quarry is a limestone mine, with adjacent granite and decomposing <br />granite being used in the reclamation of the pit highwall and older inactive portions <br />of the pit. The limestone is being crushed for use as aggregate in concrete, asphalt, <br />and aggregate base course. The limestone varies widely in quality from poor to <br />excellent. At the time of the failure, the quarry was in the process of excavating <br />material in the area referred to in the 2001 amended permit plans as Area H <br />("Hole").
