TR-62- Midterm Review Responses (2-d round)
Page 2
6a We note one editorial error; on amended page 20-2.1, under Access Roads - Documentation, the first sentence is a
fragment r :... consists of. ') Please revise the text to properly complete the sentence.
Response: The sentence has been corrected.
6e For other structures including fencing and powerlines, for which landowner requests have notyet been provided,
please include a commitment within amended Attachment 20-2 to provide such landowner requestsprior to
submittal of the pertinent phased bond release application. The Division recognises that such commitment to
comply with regulatory requirements might be viewed as redundant. However, we feel that in this case it is
warranted, as a caution against potential future misinterpretation that all facilities delineated on the approved
Postmining topography map have necessarily been approved as permanent facilities.
Response:
SCC understands that the Division cannot provide final approval or bond release for all the proposed
permanent features until all documentation is received. The compilation of all the documentation does
not happen overnight, therefore SCC has provided the Division with a list of the proposed permanent
features and will continue to update Attachment 20-2 as pertinent documents and other agency approvals
are received. SCC has taken this approach to minimize the continual revising of the postmining
topography map and the reclamation schedules.
In the previous adequacy response, SCC provided a cover sheet listing the status of permanent features
and structures by landowner and the status of permanent pond demonstrations. SCC realizes that bond
will not be released until all permanent structures are approved. SCC will continue to update this section
(Attachment 20-2), as needed, prior to the applicable bond release application.
Enclosed are the updated materials for this technical revision response, one (1) copy has been sent to the
Denver office addressed to you and two (2) copies have been sent to the Grand junction office
addressed to you. If there are any questions, please contact me at (970) 276-5217.
Sincerely,
Roy A.
