III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> demonstrated that the silt fences can be removed at the locations requested. The silt fence locations <br /> are identified and photographs are provided for each at the end of this inspection report (see Photo <br /> No's 1 through 10). <br /> Support Facilities <br /> The entire South Portal reclaimed area remains stable and in good condition. There were no signs of <br /> erosion or instability and there is no evidence of drainage from the area that was sealed and repaired <br /> due to the leaking drainage pipe. As shown in the attached Photo No. 11, the vegetation is becoming <br /> well established. The facilities area(former shop and warehouse) and perimeter locations at the <br /> South Portal were well maintained and no problems were noted during this inspection. <br /> The 2-West Portals, substation and South Fan sites were inspected. Vegetative cover is relatively <br /> sparse at the portal sites, but all of these locations are stable and well maintained. A total of six silt <br /> fences will be approved for removal at the 2W Portals area and South Fan sites. <br /> The Substation B site was in good condition. Two silt fences that are located here will be removed. <br /> The reclaimed areas appear to be fairly well vegetated. <br /> At the North Decline reclaimed area, one silt fence will be approved for removal. The mine discharge <br /> was flowing at approximately 275 gpm. <br /> The North Portals area was inspected. One silt fence will be removed from this location upon approval <br /> of TR-58. Coal Creek was dry at the time of the inspection. The CRDA waste disposal sites were <br /> stable, diversions and perimeter ditches appeared functional. <br /> At the UTL loop area, Halliburton was actively using this location to load trucks with sand. The site <br /> has been approved for use by Halliburton to store and load construction materials. No problems were <br /> noted at any of the mine site locations during this inspection. <br /> The"Overland Conveyor" area was viewed. All reclamation work including structure removal, <br /> grading and seeding is completed. As seen in attached Photo No. 12 the site is stable with good <br /> vegetative cover. <br />
