<br />4.4 Spill Notification <br />The following notification procedures are to be enacted by Denison's Environmental <br />Coordinator in the case of a discharge. <br />Immediate Notification <br />Petroleum releases of 25 gallons to the ground or any release that has or may impact waters of <br />the state (which include surface water, ground water and dry gullies or storm sewers leading to <br />surface water) must be reported within the following timeframes to the following agencies or <br />organizations: <br />• Immediate phone call to the National Response Center (NRC) <br />• Immediate phone call to the Colorado Department of Public Health and Environment <br />(CDPHE) <br />• Immediate phone call to the Local Emergency Planning Committee (LEPC) <br />• Phone call within 24 hours to the State Oil Inspector at the Division of Oil & Public <br />Safety <br />• Colorado Division of Minerals and Geology <br />• U.S. Department of the Interior, Bureau of Land Management (BLM) • <br />o Report spills of 100 bbls or more of liquid if not contained; or any spill, venting <br />or fire on undeveloped surfaces or in a sensitive area such as a waterway, urban <br />area, or threatened and endangered species habitat by calling immediately and <br />faxing a written report within 15 days of the start of the incident. <br />o Report spills of 100 bbls or more of liquid if contained by a facility berm; or any <br />spill between IObbl and 100 bbl of oil or produced water by faxing a written <br />report within 15 days of the incident. No phone call is required. <br />Petroleum releases of less than 25 gallons that cannot impact waters of the state must be <br />immediately contained and cleaned up. If cleanup cannot be accomplished within 24 hours, the <br />State Inspector of Oils must be notified immediately. Emergency phone numbers and addresses <br />for reporting are listed at the end of this section. <br />Written Notification <br />If a spill requiring any of the notification described under Immediate Notification occurs, a <br />complete written report describing the release and associated emergency response must be <br />submitted to both the CDPHE and the LEPC. <br />A written report must also be submitted to the Regional Administrator of the EPA if a facility <br />has either one spill greater than 1000 gallons or two spills of 42 gallons or more within a rolling <br />12-month period that enter navigable waters.
