SAN MIGUEL COUNTY <br />• ROAD AND BRIDGE DEPARTMENT <br />MIKE HORNER, SUPERINTENDENT <br />Thursday, November 06, 2008 <br />Rr,r%-'3'E- I` ED <br />Christy Woodward, PE !;«Jv t Ll1f; j <br />Environmental Coordinator <br />Denison Mines Corporation <br />1050 17'" St, Suite 960'twr <br />Denver, CO 80265 <br />Subject: Special Construction Permit 06-14 Amendment <br />Dear Christy: <br />As you know, on November 5, 2008, the Board of Commissioners approved Denison Mines amended <br />mining application with a condition that Denison Mines comply with comments and conditions <br />recommended in my October 1, 2008 memo to Karen Henderson, County Associate Planner. <br />That memo indicates if approved by the Board of Commissioners, Road & Bridge Special Construction <br />Permit (SCP) 06-14 will be amended to include the conditions outlined in the memo. Therefore, this <br />letter is notice that SCP 06-14 issued to International Uranium on January 10, 2007 is hereby amended <br />to include the following conditions. All provisions of the original SCP 06-14 remain in effect unless <br />specifically changed by the following conditions. <br />1. The Road Department will allow Denison Mines, or its contractor, to crush raw gravel material in <br />• the Klondike Gravel Pit for exclusive use on CR 20R. The raw material must be mined and processed <br />in accordance with our mining plan approved by the Division of Reclamation, Mining & Safety. A site <br />visit will be required with the crushing contractor and District Supervisor, Tony Gallob, before any <br />work occurs in the Gravel Pit. In accordance with Bureau of Land Management stipulations in San <br />Miguel County's Free Use Permit, all crushing activity in the Klondike Pit must cease by November <br />20'h with all crushing equipment removed from the site by December 1$'. <br />2. All material crushed = be used on CR 20R. No private use of County gravel will be permitted. <br />3. All mining, crushing and hauling costs are the responsibility of Denison Mines. The San Miguel <br />County Road Department will provide a motor grader to spread material and a compactor. Denison <br />Mines must provide water during placement of gravel. <br />4. Denison Mines is proposing to gravel 8.6 miles of CR 20R from Hwy 141 to the mine complex. The <br />San Miguel County Road Department will spread gravel at least 4" deep from existing shoulder to <br />existing shoulder. No width changes are planned for CR 20R with the exception of one eroded <br />location that will have shoulder repair. <br />6, All gravel material crushed must meet CDOT Class 6 Road Base Specifications (Copy Attached). <br />San Miguel County reserves the right to perform gradation tests to verify compliance with Class 6 <br />Specifications. <br />6. Denison Mines, or its contractor, will provide a water truck or trucks while the County is <br />spreading and compacting gravel. <br />7. Denison Mines will either treat the newly graveled road with dust suppressant or water the road <br />to prevent gravel loss anytime trucks are hauling. <br />L? <br />P.O.
