404624 <br />Page 1 of 6 <br />SAN MI60EL COUNTY, Ca <br />1112-2008IO9S41?AN Recording Fee so.oo <br />• RESOLUTION OF THE BOARD OF COMMISSIONERS <br />OF SAN MIGUEL COUNTY, COLORADO, <br />APPROVING AN AMENDMENT TO COUNTY PLANNING COMMISSION <br />RESOLUTION 1997-18 AND BOARD OF COUNTY COMMISSIONER <br />RESOLUTION 2007-34 FOR DENISON MINES <br />Resolution 200841 <br />WHEREAS, Denison Mines (USA) Corp. received Board of County Commissioner <br />(BOCC) approval (BOCC Resolution 2007-34) for an amendment to County Planning <br />Commission (CPC) Resolution 1997-18 for a Mining Special Use Permit. The 1997 <br />Permit was issued for the Sunday Mine Complex consisting of five mines: the Sunday, <br />West Sunday, Topaz, Carnation and St. Jude. The 2007 amendment approved changes to <br />the Topaz and Sunday Mines; <br />WHEREAS, the Sunday Mine Complex is located in the Big Gypsum Valley on public <br />lands administered by the Bureau of Land Management. Access to these mines is along <br />CR, 20R. The distance from State Highway 141 to the mine complex on CR 20R is 8.6 <br />miles; <br />WHEREAS, Denison Mines is requesting an amendment to Resolution 2007-34. It is <br />staff s understanding that these proposed amendments are consistent with and reflect the <br />information Denison Mines has included in its amendment to the Plan of Operations for <br />uranium and vanadium mining at the Sunday Mining Complex as submitted to and <br />currently being reviewed by the BLM. The proposed amendments are as follows: <br />• I . Due to the nature of uranium deposits and fluctuating market conditions <br />difficult to predict ore production from under , it <br />ground uranium mining ng op operati <br />tions. <br />In the 2007 amendment, Denison estimated a production rate of 2,000-6,000 tons <br />per month; however, given recent mine development and underground exploration <br />at the Sunday Mine Complex, Denison estimates maximum production in future <br />years to be 214,000 tons annually. <br />2. From previous ore production estimates, Denison assumed that hauling would be <br />approximately 4 to 12 trucks per 24-hour haul period. Based on this new <br />production rate and the fluctuation of trucking operations based on weather <br />conditions, mining and milling activity, and weekends and holidays, Denison <br />estimates that the tracking operations will include an average of 22 to 26 trucks <br />per day with a maximum of 34 haul trucks in a 24-hour period. Truck hauling <br />will generally occur during off peak hours (early morning and late evening) <br />Monday through Friday with an occasional Saturday. <br />3. Based on the increased truck traffic, Denison proposes to obtain gravel from the <br />County's Klondike pit and have the County spread, roll and pack the gravel. <br />Denison will crush the raw material to 34 inch, haul the gravel and add dust <br />suppressant to the road from State Highway 141 to the farthest western mine area
