MINE ID # OR PROSPECTING ID #: M-I 9R7-n49 <br />INSPECTION DATE: s-91 -9nn9 INSPECTOR=S INITIALS: JLE <br />OBSERVATIONS <br />This was a pre-operation inspection of the Bromley Lakes site, DRMS file# M-1987-049, operated by Ready <br />Mixed Concrete Company. The operator submitted an amendment application on March 6th, 2009. This <br />amendment will add 115.3 acres to the current approved permit area. The new acreage will encompass Ready <br />Mixed Pit No. 1 (M-1985-017), and an additional 77 acres of new land. The post mine land use of the site will <br />change to include the creation of a water storage reservoir. <br />The existing permit area is 172.5 acres and is made up of three different parcels. The first parcel is a land <br />bridge in the northern portion of the site where the conveyor is in place feeding material from another mine <br />site into the processing plant adjacent to the permit area. Just south of the land bridge is Cell #2. This area <br />consists of a large open water lake and several sediment ponds. It is anticipated that the majority of this <br />parcel will be filled with fines from the processing plant adjacent to the mine site. South of Cell #2 is Cell #3, <br />mining in this area is generally complete except for the south east corner of the parcel. There are large piles <br />of material in place around these excavations, some are made up of overburden, and others are made up of <br />topsoil. The Cell #3 excavation continues down into the Ready Mixed Pit No. 1 excavation. Excavation in <br />these parcels appears to be complete and the majority of the pit slopes are in place. According to Mr. <br />Timmons, the slopes were seeded and mulched at the beginning of spring. The mulch was observed on the <br />slopes and the grass is just beginning to germinate. Along the western side of this site, leafy spurge <br />(Euphorbia esula Q was observed near the South Platte River. This noxious weed will need to be treated and <br />monitored for the remainder of the life of the mine. A noxious weed management plan will be addressed in <br />the Amendment application process. <br />As stated above, the expansion area consists of 77 acres. This area is broken up into three parcels, from north <br />to south. The Archuleta parcel, the Reinoehl parcel, and the Arends parcel respectively. The Archuleta Parcel <br />is owned by Ready Mixed Concrete Company, currently there are several homes, barns, large equipment and <br />other structures on the site. Third Creek runs along the northern boundary of this parcel and transports water <br />into the McCanne Ditch. The Reinoehl parcel is primarily made up of irrigated cropland and appears to be <br />actively farmed. In this parcel, a road leads into another home/farm site. This parcel is also owned by Ready <br />Mixed Concrete Company. The Arends parcel is primarily crop and or pasture land. This site is owned by <br />Spratt-Platte Ranch Company, LLLP. There is a moist area in the south west portion of this property. <br />According to Mr. Timmons, water from the east side of Brighton road travels through a ditch under the road <br />and then meanders over the property and also feeds into the McCanne Ditch. <br />The Adjoining Surface Owners of Record Map in Exhibit C of the amendment application lists many of the <br />permanent manmade structures that are on or within 200 feet of the affected area. However many structures <br />are not listed. For example, there is a roller skating rink just north of 144th avenue and Brighton Road. Power <br />lines run adjacent to Brighton road along side of the proposed affected area, and there are pasture roads that <br />appear to be within 200 feet of the southern end of the proposed affected area. These are example of the <br />structures that are not identified within the permit application; there may be other structures that are also <br />within 200 feet of the affected area that are not mentioned here.
