Technical Revision 24, approved on 8 April 1996, eliminated the <br />requirement for monitoring the high-resolution (South) subsidence grid. <br />XIII. Operations on Alluvial Valley Floors <br />Field investigations and technical evaluations of all drainages within and <br />adjacent to the permit area were conducted by the previous operator, Dorchester <br />Coal, in conjunction with the original permit approval package. Copies of all <br />correspondence and reports relative to the alluvial valley floor investigations <br />conducted at the site are provided in Exhibit 24, "Alluvial Valley Floor <br />Investigations", of the permit application. The conclusions reached in these <br />investigations are that no areas within the Southfield mine area qualify as alluvial <br />valley floors, while one area at the Southfield coal loadout was determined to <br />meet both the geomorphic and water availability criteria for designation as an <br />alluvial valley floor. <br />Therefore, the Division has determined that an alluvial valley floor exists <br />within the affected or adjacent area of the loadout. Therefore, the <br />following findings are in order for the alluvial valley floor known as the Oak <br />Creek AVF, located adjacent to the loadout area. <br />Upon review and investigation of the data submitted on the Oak Creek <br />AVF, the Division finds that the activities proposed by the applicant will not <br />interrupt, discontinue, or preclude farming on the alluvial valley floors that <br />are irrigated or naturally subirrigated. (4.24.3(1)) <br />AND <br />The proposed activities will not materially damage the quantity or quality <br />of water in the surface or ground water system described above. <br />(4.24.3(3) and 2.06.8(5)(a)(ii)) <br />AND <br />The proposed activities will comply with the requirements of the Act and <br />the Regulations with respect to alluvial valley floors. (2.06.8(5)(a)(iii)) <br />XIV. Operations on Prime Farmland <br />As described in Sections 2.04.12 and 2.06.6 of the permit application, no lands <br />within the Southfield mine or loadout areas have been identified as prime <br />farmlands. Dorchester, the previous operator, received a negative determination <br />which can be found on page 29 of Exhibit 14, a copy of the original Findings <br />document. <br />Page 34 of 36
