occurred on the regraded No. 5 Portal slope in February 2004. The No. 5A portals were <br />permanently sealed in 2003. Surface facilities will be removed and surface disturbance areas <br />will be regraded. All areas will be graded to approximate original contour. Topsoil from the <br />stockpiles will be redistributed over most of the surface area. Although certain land areas were <br />disturbed prior to the existing reclamation laws and no topsoil is available, these disturbed areas <br />will be seeded. Reclamation success will be determined by comparing the reclaimed areas to a <br />set of revegetation success standards, including comparison to approved reference areas. <br />Several roads in the permit area will be retained as permanent features. These roads are shown <br />on Map 29: Reclamation Plan. The roads include old County Road 13(this road provides access <br />to the No. 5A portal area), "Coal Mine Road"( this road provides access to the No. 5 portal area), <br />a road that leads northeast from the Waste disposal pile, and the access road to pond 9AP1. <br />Eagle Mine Complex 12 Permit Renewal 05 <br />C-1981-044 May 22, 2009
