wwl = Western Water & Land, Inc.
May 5, 2009
Mr. Russ Means
Colorado Division of Reclamation, Mining and Safety
101 South 3`d Street, Suite 301
Grand Junction, CO 81501
RE: Report: Hydrologic Reconnaissance December 2008, Whirlwind Mine and Packrat Mine
Dear Mr. Means:
Western Water & Land, hic. (WWL) has completed the Fall 2008 hydrological reconnaissance of the
Whirlwind Mine and Packrat Mine areas held under DRMS Mine Permit No. M-2007-044 by Energy
Fuels Resources Corporation (EFR). This reconnaissance was the second of two planned field
assessments, the first occurred in the June 2008. This report summarizes the findings of the
reconnaissance work conducted in December 2008.
WWL conducted the hydrological reconnaissance to identify key hydrological features and
hydrogeological relationships between hydrostratigraphic units in the vicinity of the mines. Surface
water features in proximity to the mines and water occurrences in underground workings were
identified and described. Where appropriate, flow measurements and water quality sampling was
conducted. WWL identified surface and underground features that should be monitored for these
characteristics over time (life of mine operations and possibly an extended period after mine closure).
This letter report discusses the field work performed, interpretation of results, and recommendations.
Attachments that accompany this report include:
Attachment A Photographs
Attachment B Field Sampling Forms
Attachment C Raw Analytical Data
Figures 1 and 2 show reconnaissance observation points and sampling locations. Figure 3 shows a
Piper diagram of various water quality data from the Whirlwind Mine area.
FIELD WORK
WWL conducted hydrological reconnaissance of the Whirlwind Mine and Packrat Mine area on
December 3 and 4, 2008. The purpose of the reconnaissance was to inspect and assess the surface and
underground hydrologic setting in the Whirlwind Mine and Packrat Mine area as described above.
