The hydrologic reconnaissance survey <br />was conducted in support of the Hydrogeologic Study. <br />Condition of Approval #17 as provided in Attachment A to the Final Environmental <br />Assessment states that the Hydrogeologic Study shall be completed and submitted to the <br />BLM within 2 years of the signing of the decision, which would be September 10, 2010. <br />Unfortunately, a large portion of the hydrogeologic study is dependant on conducting <br />inspections and tests within the Packrat Mine. Due to the intermittent status of the <br />Whirlwind Mine, the proposed ventilation drift from the Whirlwind Mine to the Packrat <br />Mine has not been driven and safe access to the Packrat Mine is not possible at this time. <br />Given that the testing will likely occur over a time period of one year or more after safe <br />access to the Packrat Mine is established, it is unlikely that the Hydrogeologic Study can <br />be completed prior to September 2010. <br />Energy Fuels requests that completion of the hydrogeologic study be postponed until <br />such time that we can safely access the Packrat Mine and conduct the necessary studies. <br />Energy Fuels estimates that the hydrogeologic study will one year or more, based on <br />initial findings,. It is estimated that safe access to the Packrat Mine can be established in <br />7 to 10 months from the date when full-scale mining resumes in the Whirlwind Mine. <br />This includes 4 months to drive a ventilation drift from the lower portion of the Whirlwind <br />Mine to the Packrat Mine, and 3 to 6 months for installing fans, constructing ventilation <br />seals, cleaning up roof falls, and installing ground control measures (e.g., roof bolts and <br />mats, cribbing, timbers, etc.).
