(d) The pit area will be back-filled using stockpiled overburden and borrow from within <br />the affected area to bring the reclaimed pit bottom above the level of groundwater - so no <br />pond will remain in the reclaimed area. The settling/discharge pond, dewatering trench, <br />temporary buildings, and porta johns will be removed from the site as a part of <br />reclamation activities. The access road will be abandoned from the its crossing of the La <br />Plata River north/northwest into the affected area. The culvert crossing will also be <br />removed after the reclamation effort is complete (unless, at that time arrangements are <br />mad with the Greers and the USACOE to leave it in place). <br />(e) Silt fencing will be placed at the runoff points around the reclaimed process and <br />stockpile area to prevent sediment-laden stormwater from running into the La Plata River <br />during the revegetation process. Silt fencing will stay in place until vegetation is <br />established. The back-filling of the pit area as part of the reclamation plan will restore <br />the hydrologic balance in the vicinity of the project. At that time the Substitute Water <br />Supply Plan will be terminated
