Memo to Tom Schreiner 4 May 29 2001 <br /> stabilization during a flood, as well as spillways or culverts to allow floodwater to enter and exit the pits <br /> non-erosively. <br /> I was also assigned the review of the access and haul roads proposed in the application. The road crossing <br /> of the wetland area will be constructed on pilings. This will effectively minimize disturbance to the <br /> wetlands under Rule 3.1.6 of the Construction Materials Regulations(reference Army Corps' letter included <br /> with Exhibit M to the permit application). Road crossings of buried utilities have been accepted by the <br /> utility companies(reference letters included with Exhibit O). It is noted that the pit operator must have the <br /> gas line located and marked prior to construction of the road crossing. The Applicant has not provided <br /> design information for the proposed roads and bridges,nor is this type of information required for issuance <br /> of a reclamation permit. The access and haul road information provided in the application is sufficient to <br /> make the finding that off site damage will be prevented and that structures not owned by the pit operator <br /> will be protected.
