Item #6 notes that additional pit floor backfill may be used to reduce the overall surface acreage. Staff
wants to clarify that backfilling the pit floor in itself will reduce depth but not necessarily area of water
exposure. Per the TR it should be noted that the east end of the pit "may" be backfilled above the water
line back to the west if necessary to meet augmentation requirements. The area will also be subject to
revegetation per the plans as noted. Staff will not bond for the backfilling at this time but must caution
that should site conditions exceed the approved TSSP and final augmentation plans the task will be
added. United / Old Castle is fully aware of the costs associated with such efforts and should keep that
at the forefront of any excavation plans.
Note #5 on the Reclamation Map notes that "all substitutions shall be approved by the land planner
(B&G) or the land owner." DRMS will require any changes to be submitted as a TR with normal
requirements for review and approval regardless of said land planner or owner acceptance.
Staff has reviewed the reclamation costs estimate submitted with the TR of $377,400.00 and finds it to
be acceptable. Once approved United/ Old Castle will need to submit an increase of $250,700.00 or a
new bond in the full amount for the TR to become active.
If you need additional information please contact me at the Division of Reclamation, Mining and Safety,
Grand Junction Field Office, 101 S. 3rd St., Suite 301, Grand Junction, Colorado 81501, or by telephone
no. 970.241.1117.
Sincere) ,
G.
