We feel at this time we <br />need to clarify the blanket statement on topsoil made in 1981. This topsoil statement was <br />based on the information we obtained from the drill hole testing of each stage. <br />In actual practice we have found that not all of the area north of the river has a <br />defined 12 inches of "topsoil". For example the current area being stripped is mostly salt <br />flat, with sage brush and salt grass vegetation. This area was not part of the irrigated land <br />and has a high concentration of alkali. In this area the surface strippings were salvaged <br />knowing that we would have to supplement them with fertilizers and/or organic material <br />to make it usable for a seed bed. <br />Whitewater is committed to salvaging enough surface material from each stage to <br />complete seedbed restoration of the above water areas, as described in the reclamation <br />plan. To this end Whitewater will strip and save the quantity of topsoil needed from each <br />stage to accomplish the reclamation in that stage. This topsoil will be stored in the same <br />areas describe in our letter dated April 23 and shown on our map for overburden storage <br />Topsoil will be kept separate from the overburden. The quality of this salvaged material <br />will depend on the upper 12 inches of material available on each stage.
