The illite-rich oil shale mining intervals below the nahcolitic oil shale facies and contains <br />about 30% of the oil shale resource. <br />The BLM analyzed the potential impacts from EGL's submitted Plan of Operations through the <br />preparation of an Environmental Assessment (EA: available at the BLM White River Field <br />Office website). The potential impacts from EGL's Plan of Operations, as modified through the <br />EA (Proposed Action with Mitigation), were found not to be significant. This result was <br />documented through a Finding of No Significant Impact (FONSI) and Decision Record. <br />Conducting RD&D operations in the Illite Mining Interval avoids aquifer impacts, so the <br />potential environmental impacts associated with the revised RD&D plan presented in this POD <br />will be less than those analyzed and considered acceptable by the BLM. Consequently, water <br />monitoring needs are substantially reduced from the original EGL Plan of Operations. <br />EGL's proposal and submitted Plan of Operations contemplated the evolution of its technology <br />through analysis, research, and site characterization prior to finalizing its plans for field testing. <br />AMSO's Addendum to the Plan of Operations, approved by the BLM in 2008, was one step in <br />this evolutionary process. It is through this process that a sensible, phased, and deliberate testing <br />program has evolved that will have the least environmental impact and will provide the needed <br />technical knowledge and know-how to achieve commercial shale oil production. AMSO has <br />maintained the essence of the Conduction, Convection, Reflux (CCRTm) retorting process during <br />this technology evolution. <br />C, <br />7
