This letter and the attached documents constitute <br />AMSO's application for the Initial Approval Air Quality Construction Permit for this <br />proposed project. Air Resource Specialists, Inc. has been asked to submit this application <br />on behalf of AMSO. <br />The application materials are described below: <br />• Attachment 1 contains the signed permit application forms and Air Pollution <br />Emission Notices (APENs). APENs are provided for the thermal oxidizer <br />(main enussion source) and for fugitive component leaks. Other plant <br />equipment (fixed roof storage tanks) are exempt from the APEEN and <br />permitting requirements based on low emissions. <br />• Attachment 2 contains a project description. <br />• Attachment 3 contains the site location information along with a plant layout <br />diagram. <br />• Attachment 4 provides the emission calculations. The emissions information <br />is supplemented with a Microsoft Excel, format spreadsheet that contains the <br />calculations. An electronic copy of the spreadsheet is contained on the <br />enclosed CD-ROM. <br />• <br />Page I of 46
