The modification includes the drilling <br />of an additional drainage well (on an existing well pad; #10-03) and constructing an additional <br />mud pit on location. <br />In our review we have determined that all the disturbances proposed in the modification are <br />covered by the previous environmental analysis and decision (2006, Oxbow Mining LLC, Panels <br />7-11 Methane Drainage Wells- Decision Memo); therefore, no other environmental analysis is <br />required. I therefore grant the approval for the modification to Oxbow's Annual Operation Plan. <br />Please keep in mind that under this approval, Oxbow is required to abide by the Conditional Of <br />Approval in the original decision, as well as any applicable lease stipulations. <br />It is recognized that Oxbow will most likely need to plow snow to access the site. Standards of <br />snow-plowing are specified in Oxbow's road-use permit (Section 20). Please exercise caution <br />and good judgment if snow removal is necessary. As outlined in your Road Use Permit, Oxbow <br />will be responsible for any road damage caused by your operations.
