Cattany <br /> Division Director <br /> Natural Resource Trustee <br />FROM: Jim <br />SUBJECT: Bowie No. 2 Mine's TR-61 Cost Estimate <br />DATE: 20 May 2009 <br />As requested I have reviewed the information provided with the submittal of the Bowie <br />No. 2 Mine's Technical Revision 61- waste disposal area no. 2 slope inclination. I have <br />also reviewed the other revisions related to waste disposal area no. 2. The short answer is <br />that BRL will not need to submit any additional bond monies as a result of this revision. <br />Below I provide a more detailed analysis of my conclusion as it relates to TR-61 and the <br />other revisions that are related to it. <br />Waste Disposal Area #2 was originally approved on 23 March 2003 through TR-30. The <br />liability increase, calculated on 9 December 2002, was $317,098.00. The original <br />approval of this revision permitted a pile with a capacity of 2,000,000 CY of material and <br />3:1 slopes, pending a stability analysis (Stipulation 16). The estimated cost was for <br />spreading and compacting 10% of the total refuse, or 200,000 CY. It also accounted for <br />covering the pile with three feet of subsoil, 1 foot of topsoil and for reseeding. <br />Subsequently, BRL submitted TR-36, which was the stability report required by <br />Stipulation 36. This revision was approved on 17 June 2005 and there was no change in <br />bond for this revision. BRL then submitted TR-43, which was for a borrow area for <br />additional cover and topsoil for waste disposal area no. 2. This revision was approved on <br />11 September 2006 and had a liability increase of $25,487.00. TR-44 was then approved <br />on 20 March 2007. This revision permitted the placement of additional refuse on waste <br />disposal area no. 2, until it met up with waste disposal area no. 1. This revision included <br />a bond increase of $285,366.00. Finally, the Division approved TR-56 on 10 November <br />2008. This revision approved the change from 5:1 and 4:1 outslopes to the 3:1 outslopes <br />that we are now considering in TR-61. <br />The above chronology shows that the Division holds approximately $628,000.00 in bond <br />for waste disposal area no. 2 (these are in the dollars at the time the estimates were <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
