Cattany <br />Division Director <br />RE: Bowie No. 2 Mine, Permit No. C-96-083, Bowie Resources LLC Natural Resource Trustee <br />Technical Revision No. 62, Hubbard Creek Vent Shaft Fan, Adequacy Review <br />Dear Mr. Bear: <br />The Colorado Division of Reclamation, Mining and Safety (Division) has finished its adequacy review for <br />Technical Revision No. 62 (TR-62), submitted by Bowie Resources LLC for the Bowie No. 2 Mine. The <br />following are the TR-62 adequacy review questions: <br />1. Attached is the reclamation cost estimate for TR-62. The estimate is comprised of two tasks (a <br />summary sheet and task 311) and represents an increase in liability of $15,515.00. Please inform <br />the Division in writing whether or not BRL approves of the Division's reclamation cost estimate. <br />In an e-mail dated May 15, 2009, the USDA-Forest Service requested additional information <br />concerning noise and noise abatement measures planned in TR-62. The following is a list of the Forest <br />Service's concerns. Please update Section 2.05.6 concerning mitigation, as needed. <br />A. Please discuss the anticipated level of noise that will be generated from the fan and how BRL will <br />mitigate the effects of fan noise on wildlife and recreation uses in Hubbard Canyon. <br />B. Due to the proximity of the proposed fan to Hubbard Creek, please provide additional information <br />concerning the likelihood of dust deposition from rock dust or coal fines on the surrounding area. <br />C.
