<br />Snowcap Coal Company, P.O. Box 1430, Palisade, CO, 81526, has submitted a complete
<br />application for a Phase III bond release to the Division of Reclamation, Mining and Safety
<br />for its Roadside North and South Portals, mining permit No. C-81-041. The permit was
<br />originally approved on January 3, 1983 and renewed on January 3, 2008. The current
<br />reclamation bond value is $1,646,038 and is in the form of a corporate surety bond. This
<br />permit action will release up to $10,073 from the reclamation bond. The area for which the
<br />bond release is being requested is approximately 2 acres at Snowcap Coal Company's
<br />Overland Conveyor.
<br />Reclamation work has been performed from 2001 through 2009 at the Roadside Overland
<br />Conveyor site. The work has been done in T10S, R98W, Section 34. The Overland
<br />Conveyor site, south of 19/10 Road, has been backfilled and regraded to approved contours,
<br />and reseeded. All buildings and structures have been removed from this area. All work has
<br />been performed in accordance with plans approved by the Division of Reclamation, Mining
<br />& Safety.
<br />The Roadside mines are located approximately three miles northeast of Palisade, CO at the
<br />Interstate 70, Cameo Exit No.46. The location of these sections is contained within the U.S.
<br />Geological Survey 7.5 minute Cameo and Palisade Quadrangle maps. The permit area is
<br />split east and west by the Colorado River and 1-70, and is encompassed within the following
<br />lands:

<br />The surface of the permit area is owned by numerous private land owners and the U. S.
<br />Government. The North and South Portal permit area contains 3016 acres of land, 1139
<br />acres of private surface, 48 acres of state surface and 1829 acres of Federal surface.
<br />A copy of the bond release application is available for public inspection at the Mesa County
<br />Clerk and Recorder's office, 544 Rood, Grand Junction, CO. A copy of the approved permit
<br />application document, as well as the bond release application, are available at the Denver
<br />and Grand Junction offices of the Division of Reclamation, Mining and Safety [Room 215,

<br />Junction, CO 81501, (970) 243-1571]. Written comments or objections to the proposed
<br />release, and a request for a public hearing or informal conference may be submitted to and
<br />additional information obtained from the Division of Reclamation, Mining and Safety.
<br />Comments, objections or requests for a public hearing or informal conference must be
<br />submitted to the Division of Reclamation, Mining and Safety within thirty (30) days of the last
<br />publication of this notice or within thirty (30) days of the completed bond release inspection,
<br />whichever is later.
