s
2008 Reclamation Relo rt
Southfield Aline
Energy Fuels Coal, Inc.
Southfield Mine
2008 ANNUAL RECLAMATION REPORT
Introduction
This Annual Reclamation Report documents all final reclamation and site maintenance activities
conducted by Energy Fuels Coal, Inc (EFCI) at the Southfield Mine and associated Loadout during
the 2008 calendar year. Included with this report are text, discussion, and maps, in accordance with
the requirements of Rule 2.04.13. In addition, the Division's Annual Reclamation Report form is
completed and attached hereto.
EFCI ceased coal mining and processing activities in late December 2000. EFCI subsequently filed
for permanent cessation of operations, and commenced final reclamation of the site during August
2001.
At the end of 2003 a total of approximately 82.1 acres, of the total disturbed area of 105.8 acres, had
been backfilled, graded, topsoiled, and stabilized with permanent seeding and mulching. This total
reclaimed acreage included approximately 14 acres previously (1997) reclaimed in the Loadout area
and approximately 68.6 acres reclaimed during 2001-2003 in the Mine Site Area. The 23.7 of
disturbed area that remain include roads, facilities, sediment control structures, and soil stockpiles,
of which approximately 15.3 acres are long-term facilities that have been approved for permanent
retention in conjunction with the approved postmining land use. The remaining disturbed areas
comprising 8.4 acres are associated with temporary facilities that will remain in place for some
portion of the reclamation liability period to provide ongoing access and sediment control.
Interseeding of approximately six (6) acres within the Corley property in the Mine Facilities Area
was completed in October 2004. The interseeding was done in response to violation #CV-2004-003,
issued by the DMG, citing EFCI for mistakenly not seeding the appropriate `revised' seed mixture
as approved. A detailed description of the interseeding is provided in Seeded or Planted Areas,
below.
As part of EFCI's regular site maintenance activities and in conformance with any concerns noted
by the DRMS in their regular site inspections, surface water control structures and roads were
inspected. Based on inspection, the surface water control structures and roads were in generally
good condition, the only required repairs or maintenance as noted below. In conjunction with final
site reclamation and ongoing site maintenance, EFCI completed the following specific activities:
Graded mine site entrance road from Pond 5 to the gate adjacent to the old Vento office building;
Graded road around refuse pile along south side of pile & portions of the north side;
Reshaped `bar trenches' across road to direct sheet flow to road ditch near intersect of CR92 &
refuse pile road;
