N1-? fe3 -D6 7
Bird, David
From: Steve Zigan [zig@mesanetworks.ne
Sent: Friday, May 15, 2009 4:13 PM
To: Bird, David /
Subject: Zigan Homeowners Association formal complaint in regards to excessively hi water
Attachments: slab elevations.docx; slab elevations 8 may 09.docx; Subdivision_arial 3.jpg; STAGECOACH
STOP PIT.docx; BROMLEY DISTRICT WATER PROVIDERS LLC.docx
As the representative for the Zigan Homeowners Association, I would like to respectfully submit a formal
complaint in regards to excessively high water tables which I believe is directly attributed to the mining
operations in this area.
My home was built at 10900 E. 126th Ave in 1997. It is located 750' east of Brighton road. Soil sample testing
at that time showed the ground water table to be approx 36" below the base of the foundation footers. Today
ground water level is approx. 17" above the base of the foundation footers. I am concerned about the effect of
water on my homes foundation. I have suffered erosion of my beach and water damage to my boat dock.
The home of Connie an Vince Belusack @ 10757 E 124th Ave. has considerable moisture in their crawl space.
The ground water level is currently only 12" below the surface. The risk of major mold problems is present, as
well as the potential of them having to abandon their home.
Ground water levels have been a major concern in this area since the installation of the slurry wall for the
Stagecoach pit by LaFarge. We believe that as a direct result of mining operations and slurry walls at the
stagecoach pit, Bromley District Water Providers LLC (Brannon pit) and dewatering operations by the 120th
Water Group have caused restriction to the natural ground water flow to the Platte River.
Zigan Lake levels and ground water have risen to levels that pose a sever risk of damage to homes and property
for the last 4 years.
3 years of talks and meetings with LaFarge, 120th water group and multiple State and Adams County agencies
have yet to result in remediation.
As of today, lake level and ground water level is at a historical high.
Our latest course of action is to work with Division of Reclamation, Mining & Safety in the hopes that you may
foster and enforce a viable remediation plan.
I have attached a few files which I hope will assist you. Additional data is available and feel free to contact me
if you have any questions.
Sincerely,
Steven M. Zigan
Zigan Homeowners Association
10900 E. 126th Ave.
Brighton, CO 80601
(720)244-8251
zig_(i?mesanetworks.net
