Meeting Minutes <br />28 Sept 2007 <br />Water Level Resolution <br />Location: 10801 E 124th Ave (Andy Zigan's) <br />Attendees: <br />Zigan Homeowners <br />Andy Zigan <br />Steve Zigan <br />Adams County <br />Craig Tessmer <br />LaFarge: <br />Kevin Moore <br />Steve Brown <br />Engineer who designed slurry wall <br />120th Water Group <br />Les Ewegine <br />Purpose of this meeting was to; <br />First, convince all parties that a problem existed with the water table being at too high a level. <br />Second, establish whether or not the slurry wall for the Stagecoach pit was the primary cause. <br />Third, discuss possible solutions to remedy. <br />Meeting was opened with Steve Zigan stating the Zigan Homeowners position, that since the slurry wall was <br />installed, water levels have risen to potentially property damaging heights. <br />Steve Brown rebutted that the data from the test wells have shown little change in the levels. <br />Steve Zigan pointed out that all of the data was collected after the installation and that there is no official data <br />from prior. History of the Zigan lake levels and augmentation were presented. <br />All parties recognize that ground water levels are high. <br />Discussion about de-watering operations by 120th water group into the water ski lake identified that these <br />operations were happening long before the slurry wall was in without any negative affects to the Zigan <br />Homeowners. <br />Craig Tessmer added that Brannon Sand & Gravel should have some liability in this issue, since their slurry <br />wall also contributes to the damming affect in the area. <br />Steve Zigan proposed a French drain be installed to allow water to flow to the Platt River. Les Ewegine <br />expressed concern that this could clog and also be costly. He proposed looking into the possibility of a pipe <br />from the Zigan lake to the existing water drainage line that runs on the south side of 124th to the river. <br />Elevations and gravity flow could be a problem with this proposal. It was agreed upon that all the elevations <br />must be identified as well as the appropriate depth to place a relief drain if feasible. <br />Conclusion; Les Ewegine will get the elevation data on the 124th drainage line. Kevin Moore will have a <br />surveyor establish elevations for the Zigan lake. LaFarge will also discuss with their engineers other possible <br />solutions. Steve Zigan will research and determine appropriate depth for a possible relief pipe. Primary <br />reference point will be the corner of Andy Zigan's dock.
