piled up using a dozer. So after the dozer gets past the first couple of inches, if that, of rain <br />is soaked topsoil, he will be in the dry. No significant problem as far as precipitation soaked soils. <br />The likely hood of a dozer working during a severe thunderstorm stacking topsoil is remote. <br />Operationally, that dozer would be pulled out of that work duty to assist the other mining <br />operations such as clearing roads so coal haulage out of the pit could continue. As far as <br />loading, hauling and spreading the topsoil after it has been stacked by the dozer is nothing to <br />be concerned about either. The outer 2-3" of the pile may be damp but not the interior. Again, <br />no worries or chances of any significant mixing of Lift A with Lift B because after Lift A is <br />stockpiled on Lift B, then the interface is basically covered by several feet of Lift A and the <br />working area is good. <br />WFC does recognize that removing topsoil through saturated irrigation tailwater runoff ditches <br />and the sort could cause some intermixing of the different topsoil horizon(s) or subsoil layers. <br />All that can be done is to minimize the impact to the topsoil is by attempting to divert any runoff <br />water away and then strip it. If that is not possible, then the topsoil removal operation will just <br />have to do the best they can with what they have. <br />• Other Topsoil Handling Consideration <br />Topsoil handling will be minimized to the extent possible, utilizing direct lay down as much as <br />possible. The prime farmland soils on the Morgan property will be stripped in 2 lifts. <br />Thicknesses are described in the previous section. Approximate 3.0 feet of suitable subsoil <br />(Bench 1 material) will provide an additional subsoil base over the prime farmland area. The <br />prime farmland on the Morgan property will receive the same topsoil that was present on the <br />property prior to mining. There will be no topsoil mixing from other properties. Stockpiles 5,6,7 <br />and 8 will be used for redistribution, as well as the additional land to be stripped. For the small <br />4.68 acre area on the WFC property that has already been stripped for the sediment pond and <br />stockpiled in Stockpiles 3 and 4, this material will only be used to reclaim the same area. <br />• (Revised Nov 2008) 2.05.4(2)(d)-24
