The fields southwest of the intersection of BB Road and 2700 Road have sufficient prime <br />farmland soil such that the entire area of fields is considered prime farmland (total of 107.96 <br />acres). These lands are owned by Morgan. As is seen from map 2.04.9-1, some soils in these <br />fields are not prime, but all fields in this area will be considered as such for reclamation. <br />Although Western Fuels has mined these areas prior to the prime farmland designation, all <br />prime farmlands on the Morgan property will be restored to prime farmland standards. <br />Another small area of 4.68 acres of prime farmland 98A soil are located in the northwest corner <br />of the permit boundary; it was excavated to construct a pond during 2007. This area is owned <br />by WFC. The area was determined to be prime by the NRCS and will be reclaimed to prime <br />farmland standards. There are two soil piles from that excavation which will be used to reclaim <br />this area to the prime farmland standards. ( See Map 2.04.9-2). <br />As of February, 2008, the eastern portion of the prime farmland on the Morgan property has <br />been backfilled with Bench 1 material which has tested to be suitable as subsoil. It is <br />demonstrated that the subsoil placed in this area meets the suitability criteria outlined in Table <br />• 2.05.4(2)(d)-1, which was confirmed in February, 2008 by the NRCS as the proper list of <br />parameters for suitability. This table is the same as Table 2.04.9-2.
