fields are not prime, but all fields in this area will be considered as such for'reclamation. Although <br />Western Fuels has mined a portion of these areas prior to the prime farmland designation, all prime <br />farmlands on the Morgan property will be restored to prime farmland standards. <br />In the area north of BB Road and west of 2700 Road, an area of 4.46 acres of 98E soil (Map <br />2.04.9-1) exists on the northern edge of the Benson property. This is not considered prime since <br />it was not managed as cropland in the past and there is insufficient water on this tract for the. <br />proper irrigation. An area of 0.55 acres of 98A soil (Map 2.04.9-1) is shown on the north edge of <br />the Lloyd property. Since the disturbed area has extended slightly north of the soil survey <br />boundary, this area is assumed to be 1.00 acres. Nevertheless, the area is too small to be <br />considered prime and was never managed as prime farmland in the past. For this reason, these <br />particular tracts of 4.46 acres and 1.00 acres are not considered prime. This was verified by the <br />NRCS in 2008. See NRCS letter dated June 27, 2008 in Attachment 2.04.9-10. Another small area <br />of 4.68 acres of prime farmland 98A soil (Map 2.04.9-1) is located in the northwest corner of the <br />permit boundary; it was excavated to construct a pond during 2007. This area is owned by WFC. <br />The area was determined to be prime by the NRCS and will be reclaimed to prime farmland <br />standards. There are two soil piles from that excavation which will be used to reclaim this area to <br />the prime farmland standards. ( See Map 2.04.9-2). <br />The area east of 2700 Road and north of BB Road has been fully reclaimed with topsoil and subsoil <br />prior to the prime farmland determination of 2008. In this area, two areas of 98E soil exist. One is <br />16.94 acres and the other is 1.32 acres. Also, an area of 1.24 acres of 98A soil exists. These <br />areas are located on the Benson property east of 2700 Road. None of these areas were ever <br />managed as prime farmland prior to mining. The 16.94 acre parcel has been reclaimed to Irrigated <br />Pasture, as desired by the landowner. The NRCS is not considering these areas prime farmland. <br />Therefore, the total area to be treated as prime farmland is 107.96 acres ( all Morgan property in <br />the permit area) + 4.68 acres (98A on WFC) = 112.64 acres. <br />(Revised June 2008) 2.04.9-16
