TR-62 <br />Attachments: bowie2tr62.pdf; bowie2tr62map.pdf <br />Dear Joe, the Grand Mesa-Uncompahgre-Gunnison NFs (GMUG), via District Ranger Levi Broyles, offers the following <br />comments on BRLs TR-62. <br />As the federal land managing agency, the GMUG has the role and responsibility in the CDRMS permitting process to <br />determine consistency of the post-mining land use with the land management plan, and to determine the adequacy of <br />measures to protect federal resources. In our review of BRLs TR-62 we find that we require additional information on <br />noise and noise abatement measures planned for the fan. We are interested in the level of noise that will be generated <br />from the fan, and have concerns about the noise effects on wildlife and recreation uses in Hubbard Canyon. Because of <br />the fan location proximity to Hubbard Creek, we are also in need of additional information pertaining to the likelihood of <br />dust deposition from rock dust or coal fines on the surrounding area. We would also like additional information on plans <br />to abate visual effects of the fan through paint color, etc. We can assist BRL in selection of an approrpiate paint color for <br />the facility. <br />Please contact Ryan Taylor or me if you have questions, or need additional information. <br /> <br />Liane L. An e-mail concurrence will be fine for Technical Revision No. <br />60 (Bond Reduction). <br />As far as Technical Revision No. 62 (Hubbard Creek Vent Shaft Fan), the proposed fan project was originally submitted <br />as MR-99 but was withdrawn and resubmitted as a technical revision, at the Division's request, so that'there would be a <br />chance for agency and public comment. Bowie only has an upblast deflector, which might reduce the noise. No other <br />noise abatement plan was submitted. Offhand, I can't remember if Oxbow had any noise abatement for their fan in <br />Hubbard Creek Canyon. Attached is a copy of the TR-62 cover letter and a copy of part of Map 39 for TR-62, which <br />shows the fan arrangement on the pad. <br />If you have any comments or questions, please let me know.
