November of 2001 for the greater portions of the mine site and all of the loadout site, and <br />sedimentation ponds were no longer required. Two former sedimentation ponds were <br />retained as described under Impoundments below. <br />C) Impoundments <br />Impoundments currently on the mine site include three treatment ponds for mine water <br />discharges, the former sedimentation pond P-9 that has been permitted to used either as a <br />portion of the water treatment system or as a stock pond, and the former Refuse Area <br />Sedimentation Pond, that has been permitted to be retained as a stock pond. There are no <br />impoundments located at the loadout site. <br />D) Surface and Ground Water Monitoring <br />1. Surface Water Monitoring <br />North Thompson Creek water quality was monitored within, above, and below the mine <br />site. Iron is the constituent that has been of concern at the mine and has resulted in the <br />installation of a passive treatment system to remove levels in excess of the standard. The <br />results of the iron monitoring for the past permit term (up until the CDPS permit was <br />terminated) are presented below in the discussion on probable impacts of mining on the <br />hydrologic balance. <br />The No. 1 and No. 3 mine drainages are combined, and discharge at CPDS discharge <br />point 001, within the mine site. In accordance with the now terminated CDPS permit, this <br />discharge was monitored for flow rate, total suspended solids, pH, oil and grease, total <br />recoverable iron, potentially dissolved iron, potentially dissolved cadmium, total <br />dissolved solids, and chronic whole effluent toxicity. The quality of water discharged at <br />Outfall 001 was consistently in compliance with CDPS requirements. <br />On or around April 20, 2006, The Colorado Department of Public Health and <br />Environment Water Quality Control Division (WQCD) terminated the Colorado <br />Discharge Permit No. CO-0029599. It was later determined that this permit was <br />incorrectly terminated. In a letter dated March 27, 2008, WQCD sent a letter to <br />MINREC, Inc. requesting that it apply for a new discharge permit for the North <br />Thompson Creek Mine. MINREC, Inc. submitted an application to WQCD for a new <br />discharge permit for the North Thompson Creek Mine. The new CDPS permit is <br />currently under review by WQCD and has not yet been issued. <br />In addition, upstream and downstream monitoring of surface water is accomplished in a <br />manner approved by the Division [Rule 2.05.6(3)(b)(iv)]. North Thompson Creek sites <br />are sampled for conductivity, TDS, pH, Ca, Fe, Mn, S04, TSS, HCO3, Cl, Mg, Na and <br />Zn. The sampling frequency is biannual. <br />There is no current monitoring of the Middle Thompson Creek (southern extent of <br />underground mining) or of the Roaring Fork River (the loadout site). <br />North Thompson Creek C-1981-025 <br />Permit Renewal 05 <br />12 May 2009 <br />15
